The difference in meaning, however, is only a question of nuance, as the terms may be used interchangeably. In 1991 the UNDP (United Nations Development Programme) defined capacity building as the creation of an environment which encourages, through appropriate political and legal structures, institutional development including: participation of the community, the society; development of human resources; reinforcement of the management systems. For the UNDP this is a continuous long-term process, in which all of the stakeholders (central governments, local governments, economic and social partners, NGOs, universities and others) participate. In 2006 the UNDP updated the definition of capacity building as the capacities and abilities of individuals, institutions and society to carry out functions, solve problems and to set and reach objectives in a sustainable manner. Capacity development is, hence, the process through which these abilities are acquired, reinforced, re-adapted and preserved over time. The UNDP also recognises the existence of five types of relevant actions: 1) Initiating dialogue among a greater number of stakeholders; 2) Analyzing a situation and creating a general vision; 3) Formulating policies and strategies based on this reconnaissance; 4) Managing the budget, directing and implementing; 5) Monitoring and evaluating. Another fundamental characteristic for the sustainability of actions is the need to build on what already exists, using and strengthening the capacity and the networks already in existence. Furthermore, the success of the actions of capacity building shouldnt be measured in terms of expenditure and output, but in terms of sustainability. In order to measure and evaluate the long-term changes, a diverse range of indicators - not only those of exclusively a quantitative nature - are needed. Azimut The rapid increase in recent years of unaccompanied foreign minors require an immediate response involving the various institutional and not institutional levels to favour the protection of these minors. The project was created with the aim of building a network between Institutions and the Third Sector, supporting the creation of a shared model of intervention, fostering social integration and the growth of individual minors present in the Veneto Region. The regional pilot project Azimut, started in 2005, was created from an agreement between the Veneto Region, the Prefectures the Territorial Offices of the Government, the Juvenile Courts of Venice and the Public Prosecutors Office for the coordination, monitoring, and programming of activities supporting unaccompanied foreign minors. The Azimut project was designed to promote the creation of an intervention model for unaccompanied foreign minors. Its objectives include: Reception and integration of unaccompanied foreign minors in situations of prejudice in the territory; Promotion of actions of support and innovation for individuals dealing with minors; Creation of an operational model shared among all of the players, in their roles, responsible for the unaccompanied foreign minor. This project represents, above all, a laboratory of networks, since work groups have been implemented in the provincial areas, involving: Social Services (Municipalities, Health Agencies, Juvenile Social Service Offices and the Juvenile Courts); Public Safety System (police and law enforcement); Schoolsl and training institutions;; the business world; Structures for the reception and placement of the minors. Paths, shared ideas and definitions have been created in order to build a strong and consolidated operative remarks on the issues: minors protection and reception. These steps were integrated with the other considerations and plans which the Veneto was implementing. Furthermore, a direct comparison with the provincial situations showed the need for researching shared practice of reception of the unaccompanied foreign minors. This research was implemented through three basic parts: - The Guide Groups (Institutional work groups); - The Technical Groups (Operational work groups); - The Experimentation Groups that have conducted research and experimentations for the main topics. The Guide Groups in provincial areas, have identified various Institutions and Bodies concerned with the phenomenon of unaccompanied foreign minors: the police headquarters, the Prefecture, the Health Agencies, the Municipalities, the Social Service Office for Minors of the Juvenile Justice Department and employment Agencies. The Operational Groups in all of the Provinces involved the references of Public and non-profit Organozations, schools and working world, with the aim of coordinating and solidifying the activities. These groups worked to identify good practices and problematic aspects in regards to: Reception; social integration; work inclusion. These are some of the objectives which have been reached: Creation of a communicative network between the Public and non-profit Sectors; Integrated training of workers who are working with the unaccompanied foreign minors; Experimentation with innovative models of reception; Support to the Structures for the reception and placement of the minors; Work and social integration and operational support for the beneficiaries of the project. Operative steps The working method for the AZIMUT project follows different stages. Among the primary stages are: synthesis and mapping the phenomenon; creation of agreements as reference points governance and planning, guidelines among the authorities; integrated training of workers from the perspective that training is more than the basic acquisition of information but an exchange of experiences since the nature of the phenomenon is multi-faceted; Let us take a moment to examine this last point... The aim of the training system was to guarantee uniformity of knowledge among all of the people who participate in the project. Each Province provided the training units based on the territorial needs but maintaining the following common topics: the national perspective of the phenomenon of unaccompanied foreign minors and nomads; the definition of roles and competences on the part of the institutions who have contact with the minor; the legal, legislative, sociological and cultural approach. creation of the network and division- definition of the roles of the partners; capitalizing on on-going experiences thanks to the continuous updates from workers; experimentation with paths that are innovative and responsive to the needs of the minor for integration and also for the territory; disemination of the realized activities with events, work groups, seminars. On an operative level, responding to the urgency of unaccompanied foreign minors, AZIMUT offered: a) cultural mediators in order to learn about these minors; thanks to this system they have been able to receive minors, respecting their principle rights as children such as protection, the respect of basic needs and, most importantly, counselling of them; b) for each Province a telephone service has been set up, facilitating the job of the Public Safety System. Qualified operators available 24 hours a day answered to fixed or mobile phones for the reception and placement of minors in adeguate Structure. Significant points of the network: Immediate response upon finding the minor in the territory. Before the project Police intervened with street children only after the commission of a crime and they turned a blind eye to minors who, for example, shooting up in the streets; Protection of the minor at different levels: institutional, judicial and health allowing them to regain their dignity; Possibility of intervention before these minors commit a crime; these youth are often fragile and easy prey for criminal circles; Consolidation of specific relationships for example between Judicial and Social Systems. It is important to promote a continuous and fruitful exchange between the Judiciary components (the Juvenile Courts, judges and Security Systems) and the social components, in order to create a permanent dialogue in regards to issues as: juvenile justice, reception, protection and public safety. What AZIMUT has done is to set down the guidelines for the construction of an integrated reception system. Weak and critical points - Difficulty in gathering data on the phenomenon because everyone has their own method; - Difficulty in maintaining the reception Structures inside the network; the unaccompanied foreign minor create disharmony in places where there are minors with projects in progress...the foreign minor also remains for a short period and the idea is to lose time with them; - Difficulty to guarantee the continuity ot the projects: these minors often arrive in Italy with a personal project of life that is earn money so often they run off from the Structures; - The lack of a clear definition of the competences and the roles; - Difficulty to obtain consent and approval of the interventions by the public opinion. RECOMMENDATIONS Cooperation among the Organizations and the Sectors to offer answers responding to the minors needs; Integrated training of the workers who work in strenght contact with the unaccompanied foreign minors; Timely response and offer of the opportunity to unaccompanied foreign minors to access systematic programs of intervention which include accommodation, school and work..so to be engaging! MODEST COUNCILS TO UNITE POLICIES AND PRACTICE... Continue to pursue inter-institutional coordination with the aim of developing a common response criteria, as well as statistics criteria to illustrate the problem; Consider the spread of a legislative framework that tackles the complex needs of unaccompanied foreign minors, respecting childrens rights remembering always the need for public order and safety: Offer these youth adequate protection and response to their specific needs not through procedures designed for adults and adapted to minors; Encourage discussion on a local and regional level.
