After having outlined the main strategic goals and operative measures / activities of EFSC within the PROGRESS work plan 2008, Reinhold Mller and Anna D`Ambrosio stressed that the Focal Officer is meant to act as an efficient interface between the European level of action of EFSC and the local/regional one of the member organisations. Counting on a good knowledge of European policies and legislation of relevance to street children, he will act as a multiplier of European issues and information within his/her own member organization, ensuring that the EU has a face in his/her own organization and that the relevant information is channeled to the organization through an officer who has the appropriate background. On the other hand, the Focal Officer is also supposed to identify and select the information and advocacy priorities emerging in the field work to be transmitted to EFSC as a basis for its advocacy and information dissemination activities at European level. The tasks of the Focal Officers are articulated along four main points which contribute to an efficient and regular exchange and cooperation between EFSC and its member organisations in the fields of capacity building, advocacy and policy, information and dissemination, and networking. The participants unanimously agreed to the draft. Mariana Pisarska, Alliance for Children and Youth (ACY), Bulgaria, fully agreed to the tasks and responsibilities of the FO Officers as outlined in the paper and expressed optimism and commitment to continue working together with EFSC. She highlighted that EFSC has a crucial role to play in helping ACY to represent its interests on a European level and to implement its strategic projects on a national level. She confirmed that ACY will stay on board and do its best to ensure the focal officer`s functions as well as its contributions as a member organization. Matilde Sirgado, Instituto de Apoio a Criana (IAC), Portugal, stressed that the articulating the cooperation with EFSC around the the Focal Officer can enable IAC to be better informed. She underlined the importance of cooperation in projects, in information exchange and in an active contribution to the advocacy action of EFSC. Martyn Weeds from Pupil Parent Partnership (PPP), United Kingdom, expressed his enthusiasm and stressed that the cooperation with EFSC can be very useful to PPP as they have a lot of experience in working with children and implementing projects but lack a strong advocacy background, something in which EFSC can support them. Sabrina Brutto from Istituto Don Calabria (IDC), Italy, said that the work as a Focal Officer may prove to be challenging and demanding but that it is necessary. She stressed the role that NGOs have to play in influencing the NAPs and in connecting the public and the private sector, the importance of exchanging project proposals within the network, and the fact that NGOs are best placed to see the concrete results of the policies on the ground and will therefore have a lot of comments to contribute to EFSCs advocacy work. Michal Smigielsky of Society of the Friends of Children, Poland, said that there is a great potential in structuring the relationship between EFSC and its member organizations around the person of the Focal Officer, and that he will do his best to enlighten the staff of his organization about the fact that the EU matters. Silke Banning from ISMO, Germany , welcomed the initiative as an important way to make the network more efficient, although time consuming. She took the occasion to present the conference that ISMO is organizing in Stuttgart on the 15-18th of September. Francesca Silva from Centro Italiano di Aiuti allInfanzia, Italy, also stated that the work of the Focal Officer will represent additional work necessitating considerable efforts but that it is necessary, also in light of the fact that her organization has just started implementing projects in Italy last year. Erki Korp from Tallin Centre for Children at Risk welcomed the initiative as a realistic and concrete approach towards making the network more effective. Reinhold Mller welcomed the constructive and supportive attitude of the participants. He briefly reminded those present about EFSCs relocation of its administrative seat to Luxembourg, which will allow the organization save a considerable sum of social security costs a year and in the same time allow the employees to have much higher net salaries given the fact that the income taxes in Luxembourg are considerably lower than in Belgium. Furthermore, he reiterated the fact that EFSC - as outlined in a previous mail to the member organizations, is currently undergoing a change in its legal status from a foundation to an association. Referring to the PROGRESS narrative work programme 2008 that has been handed out to EFSC members in several occasions, he presented the EFSC activities in 2008 which the Focal Officers are expected to follow closely. The first examples of cooperation between EFSC and its member organizations under its new legal status will be two conferences, one to be held in Lisbon, most probably in the national Parliament, on the 6-7th of October 2008 and the other to be held in November in Verona. The Lisbon conference, to be organized jointly with Instituto de Apoio a Criana is going to focus on the role of civil society in protecting street children and will be held in combination with EFSCs first General Assembly. In this regard, Mr. Mller suggested that if possible the same person who will participate in the conference should represent the organization at the General Assembly, as budgetary constraints only allow EFSC to cover the travel costs of one participant. Matilde Sirgado from IAC stressed the fact that, while being a very high level conference, the Lisbon conference will also be substantially targeted towards concrete methodological and operative needs of those who work with street children directly in the field. The Verona conference is going to focus on the fields of expertise of the hosting organization, Istituto Don Calabria, namely the integration of disabled children with a migration background. The content of the conference will be very much practically-oriented and aimed at exchanging best practices among the participants, as Sabrina Brutto (IDC) stressed. Finally, Reinhold Mller presented the awareness day which EFSC is going to organize in December 2008 in the European Parliament to present the issue of street children primarily to a wide audience of media representatives and journalists but also to representatives and policy makers of European institutions and national governments. He underlined that the success of this event as well as of future awareness raising campaigns will rely on the close co-operation with the member organizations who are best placed to present the concrete situation of street children as it is on the ground. The participants showed their interest for this proposal. Mr. Mller informed the participants that the draft paper on the tasks and responsibilities of the Focal Officers will be submitted to those members organizations which could not participate in this training seminar for their approval.
