Socially handicapped children are those ones whose chances for growth and education are limited due to several factors which all together make their start in the adult life more difficult. Among socially handicapped children there are kids protractedly ill, handicapped, born and raised in the regions with high rate of unemployment and poverty and those ones from pathological families. Unfortunately the amount of children identified as social handicapped is increasing every year. Therefore, there are several questions that should be answered: What is the scale of that phenomenon? Which particular groups of the children should be given particular attention and help? Which forms of help should be implemented? What methods are being used by Towarzystwo PrzyjaciB Dzieci TPD (The Society of the Friends of Children SFC) in order to help socially handicapped children? What is a preventive role of local background centers ([rodowiskowe ogniska wychowawcze)? Who are socially handicapped children with? The scale of the phenomenon. The socially handicapped children mostly come from the families affected by poverty. According to UNICEF analysis every one of eight children in Poland lives in indigence and the percent of undernourished children total 32%. Due to researches of GBwny Urzd Statystyczny GUS (Main Department of Statistics) 16% of children live in the families with low income which can not guarantee minimal existence. The socially handicapped children are also those ones from rural environments. There are great disproportions between the rural and urban areas in the access to nursery schools. According to ZUS database in 2004/2005 in urban areas 42% of the children in the age gropup 3 to 5 attended nursery schools, meanwhile in the rural areas the percentage was only 16%. The early education is well known as an important factor in balanced social, emotional and intellectual growth of the child. What should be remembered is the fact that still the majority of rural area inhabitants have (in the best cases) the secondary school education. Guarantee of the access to nursery schools in rural areas is essential to build the system based on equal educational chances for all children. Children protractedly ill and handicap also belong to the group with social disadvantages and limited opportunities. It is estimated that every one among seven Poles is handicap. The number of handicap people in our country is still increasing. In that group there are circa 260 000 children under 15 years old. Only 5% of those children attends nursery schools and over a half is not attending the secondary school. The socially handicapped children are also street children who come from dysfunctional and pathological families which are unable to provide life standards essential for growth of the child. That situation push children to seek fullfilling their emotional needs outside family homes, usually on the streets. It is difficult to unequivocally estimate the scale of that phenomenon, but approximately five in every 100 children in school age are street children who seek for help. Krajowy Komitet Wychowania Resocjalizujcego (National Committee for Reclamative Education) estimates that the amount of street children in Warsaw total 15 000. In the group of socially handicapped children there are also children and youth with a syndrome of social maladjustment. Last years the increase of negatives behaviors such as: aggression, violence, addictions has been observed. What should be underline is the fact that those negative behaviors are being observed not only among kids from malfuncioned families but also there is increasing phenomenon in such actions between children from so called good families with good economical status. There are many problems to be resolved in that field. From time to time the mass media are revealing the dramatic information about pilfering, stealing, blackmailing, beatings and other pathological behaviors performed by the youth. Asocial attitude among young people is alarming. The experts are alarming that the number of the most brutal crimes committed by youth is increasing but at the same time the age of perpetrators is decreasing. The researches performed among the students proved that over 30% of them regard a school violence as a serious problem, over 10 % admits to employing violence themselves. That results mostly refer to the gymnasiums and trade schools students. The fashion for drug, alcohol and nicotine consumption is increasing. According to the PaDstwowa Agencja Rozwizywania Probelmw Alkoholowych (National Agency for Fight with Alcohol Problems) around 30% of teenagers admits to regular consumption of the alcohol. Very young boys (and not much older girls) start to smoke cigarettes. Due to the analysis the percentage of smokers in gymnasium is 7% and in the trade schools 30%. According to the database of Instytut Psychiatrii i Neurologii (The Institute of Psychiatry and Neurology) in 2004 in the clinic for mental health, rehabs and addiction to psychoactive substances 140 000 children (age 0 18) were treated from mental disorders. In the following years 2003-3005 annually there were over 400 suicidal attempts among the children and youth (up till 19 years old). The comparison to other European Union members Polands rate of suicidal attempts is high. The demand for green light for socially handicapped children. Selected data quoted above reveals the scale of the phenomenon of the socially handicapped children with and shows the problems that need to be resolved. Those children need help! TPD for over 90 years has been performing multiple actions to assure those children proper conditions for growth. Despite the fact that the needs of the children are raising, there are more difficulties in gathering means for leading our shelter or supplying other forms of help. In a response to occuring difficulties TPD decided to create a new campaign Green light for socially handicapped children addressed to all the children described above. The special attention is being put on particular group called street children, whom have already had some legal problems or are at high risk of social maladjustment. The local background centers LBC that are being held by us since over a dozen of years are addressed to that particular group. Unfortunately serious financial problems put the existence of those shelters in uncertain situation. The demand of early prevention and background local work is not yet noticed by our local autonomies. They do not take into the consideration that the costs spend on those shelters will benefit in the future. The true is more LBC focus on education of youth will result in fewer robberies, lesser social financial help and more young people well prepared to start an adult life. Despite the fact that the phenomenon of the street children is being widely discussed in last couple of years, still the problem is marginalized by the local authorities. Nowadays when the issue of pathological behaviors prevention is being discussed the attention is mostly focused on school. Lately, after several tragic incidents in schools (gymnasiums) crisis in educational role of school is discussed. In numerous discussions, debates the majority of questions focused on the issues such as: What is the reason of aggression and violence in school? What is its strain depending on? What should be done to ensure the safety in school? Safe school is the one free from drugs, aggression and violence. As a result of those unfavorable phenomenon there are several propositions to improve the situation. Recently there were several programmes focused on preventing and combating aggression, violence and addictions addressed to schools. In debates on good, safe school the propositions such as: well organized free time activities, enlarging the amount of activities and school psychologists and pedagogues, encouraging the teachers to regular professional development those factors are being suggested as a potential solutions. It is obvious that those reparation actions are vital, moreover school need help in educational and prevention matters. Thus, what should not be forgotten is the fact that the school does not function independently from the surrounding reality. We can not expect that school will be safe if we do not take into the consideration other factors which influence education and behavior of the children. Complex actions are demanded Our organization TPD has vividly joined the debate on the crisis of modern upbringing. Midzynarodowa Federacja PrzyjaciB Dzieci (International Federation of Children s Friends  created from the initiative of TPD) organized the discussion titled:  Our idea for improvement the situation in the area of uprising. During that discussion the special attention was given to the need of complex actions as a only solution for preventing pathological behaviors of young people. We should get rid off certain myths such as the one that school is a place of pathology. said prof. Tadeusz Pilch. The truth is that the school is a place where the pathology brought from the family, the group of friends and mostly the mass culture (full of aggression, philosophy of race and determination for success) reveals. The second myth is that school gives equal opportunities and chances to every student. The fact is that the child who do not get the proper help will be an outsider in the school, will not belong to the group (despite that fact most of the time the proper help is not provided). The third myth is the cooperation between the school and the parents. According to the database only 5% of the parents participate, the rest stays indifferent or take rooting attitude. Therefore, I would like to state our opinion again: School is a place where some pathological behaviors are revealed. In order to eliminate them we need to find their sources not only in school, because most of the time those are the effects of many factors. The influence on childs prospering in the school in a role of a student and of a friend is mostly determined by the values, examples of reactions and behaviors that he/she has transmitted from their families. On the other hand, the luck of parents attention can result in seeking the acceptance in the group of contemporary, whereas the most common values are cleverness, contempt towards the others, the law of the fist. Certainly among the reasons causing aggression spread among youth we can name the lose of the authorities. The students are missing the right examples in their environment. The proper values are not supplied by mass media, instead they are full of aggressive behaviors (cruelty and aggression in the scenes). The school itself is not able to overcome the difficulties occurred from the social maladjustment. In order to efficiently prevent pathological behaviors among young people there is a great need for multiple actions. The core of the interest should not only be focus on a child as a student but also on the type of problems he/she has with education and on his family situation, moreover the interesting free time activities plan should be proposed. That multiple approach to help socially disabled children by organizing activities, centers and events has been realized by TPD since the beginning of its work. In elaborated and constantly improved system of help the basis is build on LBC local background centers that cooperate with family pedagogue and street educator. Due to Krajowy Komitet Wychowania Resocjalizujcego (County Committee for Reclamative Uprising) KKWR programme those LBC are not only focused on the custody educative role but moreover their role is also prevention-reclamation, implementing the demands of XXI century pedagogy. The preventive role of local background centers. The early stage prevention program compiled by KKWR is focused on the family and the child itself. We are also trying to reach the children who are not receiving any help yet but there is a need for that. Our organization works with children whose basic needs can not be fullfilled by their families. Approximately 80% of them come from poor families, usually they are undernourished, with deficiency in physical growth, they are very often hungry, more then the half of them suffers from serious problems in studying and is under the risk of repeating the school year. Circa 60% of the children with social maladjustment already had contact with an alcohol, drugs and also law violations. What actions do we take in our LBC to help the children? In the following part the special attention will be given to the actions with a great importance for prevention. First of all, in our facilities we put a great pressure on studying and school on the duties. It is well known that miscarriages in school are crucial reasons of social maladjustment. Secondly, in our centers we put attention on developing individual interests, particular talents, presenting the attractive offers for spending the free time. Boredom and luck of interests are often the factors causing pathological behaviors among youth. Third, the contact with the families as well as working with non-formal groups have great importance. Social maladjustment and school miscarriages. Numerous studies have proven the link between the social maladjustment and school miscarriages. A student who has problems with studying and is repeating the same class very often reveals negative attitude towards the school, school friends and teachers. Among socially maladjusted persons the majority are people with three or more years delay in the education and the people who quit secondary school. The failures in school can be as well the reason as the effect of social maladjustment. In the response to those researches among the offered activities we give significant role to professional help in studying. The centers cooperation with school is intensive, therefore the school inform us about the educational problems of kids. This factor is very important because pupils who attend to the LBC usually do not have proper studying conditions at their homes and hardly ever they can get any help from their parents in this field. In the shelter making the homework is treated as an everyday duty of the child, he is helped by our tutors, sometimes retired teachers or university students who work as a volunteers. As the result of that help pupils improve their grades, they have better contact with other students and teachers, their self esteem is raising up. It is very important for children to be able to go to school with their home works done, with having the possibility to receive help if they do not understand some tasks and to be aware that they have a safe and comfortable place to study. One of the students who belonged to our shelter said: In the LBC I had comfortable place to do my homework, no one was disturbing me, no one was screaming. The tutor was very patient, always ready to explain me the things I did not understand during the classes. The tutors explained me how to use dictionaries, encyclopedias, gave me the tasks that helped me in raising my self esteem. For the children with some special difficulties in studying the re-educative activities are being organized. Thanks to the help given by our shelter all our children pass the exams to the next class. Attractive forms of spending free time Despite the fact that help in preparing the home works is essential in our work with children we do not ignore the role of extra activities and we are aware of the fact that in our childrens family homes no one cares for organizing some special activities or developing some special talents. Before children reach our centers their most common way to spend the free time is to hang out on the streets, in the block of flats, bus stops, streets without any supervision or control. They are left alone and they become easy target for gangs and it can become easy for them to start their own criminal activities such as robberies or selling drugs. Therefore in the LBC we organize extra activities which help to extent talents and interests. In the centers children learn how to spend their free time. We offer activities such as: art, sport and recreation, computer classes, cinema visits, swimming pools, outdoor activities, trips and camps. We always organize the Christmas parties and other special events. It is specially important in the small towns where no cultural centers exist, therefore the LBC is only place where the youth can have some activities to spend their free time. It appears that many of our children reveals talents in music, art and sport. The centers offer them only chance to discover and develop those talents and skills. In our work we constantly improve activities and programmes in order to make our offer interesting and attractive for young people. The schools are mostly focused on their didactic function, on realizing the educational programmes. There is no time left for learning the skills useful in everyday life. Thus, we want our centers to supply the knowledge in the fields such as: solving the problems, dealing with difficult life situations. We are planning the course of mentioned activities (for instance classes and contests on practical knowledge of foreign languages useful during travels and etc.). Another task will be organizing local, yard picnics and sport events inspired by future football championships EURO 2012, which TPD wants to use as an inspiration for a positive effect of sport towards the youth. Essential cooperation with the families Our pupils come from the families which are unable to supply them the right conditions for growth and personal development. In those families there is a wide range of recognized problems such as: conflicts, addictions, crime, lack of attention for the child, lack of attention in childs problems, low social status and low living conditions, unemployment, homelessness and many other problems. We are aware of the fact that our help can only be efficient if we cooperate with the families. We are trying to supply the help to the family so as the child can stay and prosper regularly. In everyday work of the centers we encourage the parents to come to the classes, to help in organization of the events. To realize the idea of supporting the families we hire the family pedagogue who is in charge of permanent cooperation with the families. The forms of help offered by the pedagogue differ from family to family. The multiple actions toward solving the problems of socially handicapped children let us to prevent their symptoms of social maladjustment and in many cases we prevent locating the children in the institutions of 24 hour custodial help (in those places the children are taken when they must leave the family home due to some malpractices or negligence). Despite the visible effect limiting the finances LBC In 2003-2006 TPD had over 300 local background centers for youth whereas daily the help and professional protection is supplied for over 13 000 children. We are proud of the fact that no one of our children was placed in 24hour custody shelter. Our actions are given very positive valuation. In numerous elaborations it is being underlined that concept of environmental help proposed by KKWR correspondents with modern trends of XXI century pedagogy. Unfortunately, despite of visible effects, we do not receive enough founds to cover our actions. The first LBC emerged in 1989 year. The salaries for the stuff came from the state, thus the local/housing and food were covered by the commune. In the early 90s schools started to limited their free time activities, therefore the role of LBC increased. In the following years the centers were developing, new programs were being implemented to support their work. In the late 90s there were over 250 environmental shelters for over 15 000 children. The whole system started to collapse after 1999 when the financing of the shelters were forward to the prefects of the districts. From then on founds were systematically diminishing, transferred with delays or not transferred at all. In recent years the short term contracts become a practice. Therefore the possibility of realizing the prevention and education tasks by those centers in uncertain. The rescue programmes. SOS for LBC. To overcome the regress we created the rescue programme called SOS for LBC, followed by another programme called ALTERNATYWA 03. Then main goal of that programme was to create 300 400 local background centers (for approximately 14 000 16 000 of children) and realization of extra activities (but connected with the work of the ceners) in the whole country. Unfortunately the year 2005 and transmitting the responsibilities of the centers to communes lead to further deterioration of our situation. Frequently the communities do not have enough founds to support the centers, sometimes they do not see the need for it (LBC are mostly held by NGOs) stating that the school activities should be enough (the commune is legally obliged to finance schools). As a result the 80 from 400 centers in the whole country were closed down. Dissatisfaction caused by the lack of possibilities to realize the ALTERNATYWA 03 programme pushed us to search for the new paths to realize the custodial and educational tasks. We have created the programme ALTERNATYWA 05 were we propose the activation of activities in LBC. In 2005 we passed the programme to Ministry of Education which estimated the programme as a worth of support from educational and autonomy administration. In ALTERNATYWA 2005 programe we propose (in pursuance of act on welfare) environmental social shelters and educative after school shelters (in pursuance of act on education). Those last ones are realizing educational, cultural, prophylaxis, prevention, sports and recreation tasks. First of all, they aim to full fill the free time of youth and to help them in develop interests. In order to make local society more active we also prepared the concept of multifunctional educational institution  O[rodek Pracy Zrodowiskowej (The Center of Environmental Labor). The Center would be responsible for coordination and supervision several local initiatives in the region corresponding with the demands and peculiarity of each region. In 2006 after overcoming numerous difficulties we were leading 320 centers, where the help was supplied to over 13 000 children. Unfortunately this year the situation is dramatically decreasing. In order to realize our project focused on street children we are trying to get founds from European Union. EU founds enabled the possibility of organization of workshops for advocates for childrens rights for representatives of 30 districts on subjects such as law, pedagogic, psychology. The activities of TPD advocates was essential in resolving numerous difficult issues concerning rights of children and families. We are aware of the fact that further development of our shelters challenges serious and responsible approach to the problem of street children from the local governments. Therefore, they are the main addressee of our appeal green light for children with fewer chances. The green light for socially handicapped children. Green light for children represents the lack of agreement for treating the problem of street children by local governments as a ballast for budget as well as our lack of agreement for the marginalization of that problem. Those ones who are in charge of making the important decisions nowadays seem to forget that street children deprived of any help in the future may become worse adults and then they are going to need more help. There is a great probability that the kids will not graduate from schools, they will not get any profession or occupation and then it will be extremely difficult for them to find a job and to organize normal life instead they can become the welfare customers. Green light represents the necessity of regular actions to support children, not some short term projects. To realize the long term and efficient plans the financial stability for the organization is essential. Green light means admitting that the help must be complex; include school environment, family, group of contemporary in the place of inhabitance of the child. Green light means the necessity of noticing by local governments that the social and economical factors prove that early prevention is the most efficient form to prevent social maladjustment. Therefore, it is worth to invest in the social environmental help.
