This objective was reiterated many times since then. Nevertheless, in 2006, 16% (78M) of the total of the EU-25 population lived under the poverty threshold. The joint Report on Social Protection and Social Inclusion of 2008[1] stressed that 19M children were at risk of poverty. As underlined by the National Action Plans on Social Protection and Social Inclusion, poverty does not affect society equally. Women are more vulnerable than men: in 2006, the gender gap was about 2% as regards poverty and persistent poverty. Moreover, social categories such as unemployed persons, immigrants, ethnical minorities are more likely to be confronted with persistent poverty. These high levels of poverty and social exclusion are incompatible with an industrialised economy. Not only are they disruptive to Europe's social and economic development but also an attack to the Fundamental Rights. If Europe wishes to be able to respond to the demographical challenges, it should allow to all EU citizens to benefit without any kind of distinction or discrimination from the opportunities given by globalisation. It is thus the duty of each one of us, politicians, civil society and citizens, to take actions so that the EU is up to its engagements in matter of solidarity, social justice and further cohesion. Indeed, one of the main targets of the European Year of combating poverty and social inclusion 2010 is to actively engage all stakeholders and victims of poverty in combating poverty and social exclusion. On 15 November 2007, the European Parliament adopted a Resolution on European social reality stocktaking. This Resolution underlined the support to the launch of the European Year. As Draftsman of the Report "2010 the European Year for combating poverty and social exclusion", Mrs Panayotopoulos-Cassiotou is very pleased with the response from the Institutions and the Member States. The allocated budget (17M EUR) represents the highest budget ever granted to a European Year, thus demonstrating its high political importance. I) 2010, the European Year for combating poverty and social exclusion: A step towards strengthened social solidarity A) Commitments for a more egalitarian society The launch of such a European Year is a positive signal announcing the creation of an egalitarian society. The means used to reach these goals are the following: Recognising of the multi-dimensional aspects of poverty and social exclusion by a more extensive definition that would incorporate the access to services (health, social protection, and housing), education, professional training, new technologies and employment. Acknowledging the right of people facing poverty and social exclusion to have decent life conditions and to fully participate to the economic and social life. Promoting a greater awareness by public authorities of the policies and actions favouring social inclusion and reaffirming EU's political commitment to eradicate poverty, at all governance levels Underlining responsibility of all towards poverty and marginalisation, including victims of poverty Involving the persons confronted with poverty and their representatives to the implementation of the European Year B) Reinforcement of the Open Method of Coordination The activities of the European Year will promote and reinforce the Open Method of Coordination (OMC) on social protection and social inclusion, launched in March 2000 by the European Council of Lisbon. This offers a framework of non legally binding policy coordination, in which Member States should identify and promote their most efficient policies related to social protection and social inclusion. The main targets of the OMC for social protection and social inclusion are the following: An efficient and mutual interaction between growth reinforcement, employment improvement and greater social cohesion. Launch of social policies promoting inclusion, gender equality, equality of opportunities for all, through social protection systems financially accessible and efficient Good governance, transparency and participation of key actors to the policy development and implementation, as well as policy control. In the framework of these targets, the OMC will be contributing to the eradication of poverty and social exclusion. It is also worth mentioning that in 2007, the OMC was focalised on child poverty, also developed by the European Year. II) Reinforcing commitments through Parliament's Report A) Towards development of the European Year's targets through better governance 1) An extended definition of the groups and themes concerned The Report offers a more extensive definition of the groups confronted with poverty such as early school leavers, long-term unemployed, numerous families, single-parent families. Moreover, the Report introduces further themes such as underlining the importance of combating child poverty in the light of families facing poverty, the necessity of equal treatment and non discrimination, taking into consideration the needs of the disabled and the homeless, promoting active inclusion and access to culture and hobbies. It also stresses the need of efficient implementation of EU legislation on equal-treatment and non-discrimination. Stereotypes and all kinds of discrimination persisting at economical, political and social levels are a factor of poverty and social exclusion. 2) For a better policy coordination Necessity to further develop the concept of multi-dimensional policies coordinated and implemented at national, regional and local levels, with respect to good governance. These policies have to be completed by more specific strategies targeting particularly vulnerable groups. These policies should offer equal access to education and lifelong learning, social protection systems, quality of social and health services, housing and financial support to families. In order to remain consistent with previous work and actions undertaken, synergies with various European programmes and initiatives existing have been reinforced. Links shall be established with previous European Years, especially with the European Year of Equality of Opportunities and European Year of Intercultural Dialogue, but also to the Millennium Goals of the UN and particularly to the International Day for the Eradication of Poverty (17 October) B) Current State of Play The European Parliament adopted Mrs Panayotopoulos-Cassiotou's Report at first reading on Wednesday 17 June (635 pros, 29 against) Conclusion: The launch of the European Year for combating poverty and social exclusion marks Member States' and Commission's common will to build a Europe where all children will have equal opportunities, training them to become active citizens, carrying strong European values such as equality, solidarity, tolerance and integration.
