It sets out a comprehensive set of government measures to be applied in support of families. It focuses in particular on financial support of families, the compatibility of work and family roles, the services available to the family and the family policies that exist in our municipalities and regions. Financial support for families takes in the form of two major ways: tax measures and the social security system. Another policy document prepared by the CR Government is the Conception of Roma Integration 2005, which includes a chapter on education. Alongside the range of measures already outlined, the measures include: the use of teacher assistants from the Roma community; introduction of a compulsory component on the multicultural aspect of education; and measures to facilitate the participation of Roma parents in school activities. The Ministry of Education, Youth and Sports has prepared the document Conception of early care for children with socio-cultural disadvantaged backgrounds, adopted on 11 May 2005. According to this decision the Ministry will implement programs and measures: to increase the number of children from socially or culturally disadvantaged backgrounds, attending preschool education or special preparation classes, to ensure higher-education or life-long learning opportunities for professionals working in the filed of pre-school education for disadvantaged children between the age of 3 and the age of compulsory school attendance, to pilot approaches of early care for disadvantaged children and establish early care at kindergartens or preparatory courses in elementary schools, to develop long-term courses for parents and children with a socio-cultural handicap from the age 3 to the age of compulsory school attendance, in cooperation with the Ministry of Labour and Social Affairs and the Ministry of Health Care, to develop common social and pedagogical-psychological diagnosis of the problems of children at risk and to develop common programmes and measure to help parents take greater responsibility their children[ development. Using the EU measurement, the relative poverty rate in the Czech Republic in 2002 was 8 %. However, in comparison with other EU Member States, the Czech Republic had a high concentration of persons just above the at-risk of-poverty threshold. The poverty rate among families with children is also much higher than the national average. 15% of children up to the age of 15 lived in poor households. So-called child poverty is especially high amongst single-parent families with dependent children. The organization Silesian Diaconia and children and youth at risk: We have 5 different centers dealing particularly with this target group. Being more specified, more than 50% of them are the children and youth of Roma origin. The activities of one center KANAN are directly run in the Roma ghetto. Process on working out NAPs and extent of reflection the street children in that document: First of all, I would like to introduce the general priorities of NAPs for the period 2008-2010; there are just suggestions made by the group of expertise. Priority 1: Support of social excluded people and to promote their integration ion the lab our market Establishment of social enterprises for all the target groups that are somehow social excluded ( not just only the people with disabilities) Develop the strategies for their sustainable employability Measure that has to be done: amendments to the law on social services and law on employability Priority 2: Intergenerational solidarity More focus on the system of social services for elderly people, support the ambulant services; and as well the support of elderly people who are marginalized. (Nowadays it is not possible to find a place for the homeless senior in any home for elderly people.) Priority 3: Strengthening the role of family, enhancement the awareness of its importance, promotion the children rights Create and promote services on families and children who are effected by poverty and social exclusion Enhance awareness of children rights Decrease the risks of pathological phenomena Develop the system of foster care Other suggestions: Transformation and enhancement the quality of social services Working out the local action plans of social inclusion ( Nowadays there are no LAPs) NAPs as an effective tool for combating the social exclusion: more effective coordination between the different sectors that are responsible for the implementation of NAPs (nowadays there a lack of coordination and communication!!). NAPs will have a visible impact on combating the poverty, when the integration of cultural, social, economic policies and policies of employability, of life long and vocational learning and living will be taken into the consideration and integrated. Conclusion: As above described, there are existing some tools to combat the poverty and resources available, but more systematic approach and effective cooperation between the governmental and nongovernmental sector has to be approved.
