I would like to share with you some observations reflecting governmental approach to the street children problem. Because Poland has these phenomena, from the same reason as many my predecessor has mentioned before me. Undoubtedly the main factor provoking the existence of street children is poverty, what was recognized and described en previous report on Street children organized by EFSCW in 2004. Not so much was changed since this time. Problem of the poverty in Poland embraces the wide circle of citizens and with high level of unemployment especially among young people, produce the occurrence of street children. However statistical data comparing the poverty in European countries reveal that situation in Poland does not present dramatically, apart from the fact that the living standard in Poland is generally much lower than in the western European countries. Definitely more alarming is fact that children are affected by the poverty in the greater degree than older people. In Poland the poor child comes together over three times more often than the poor person aged over 65. This information just slowly gets to politicians and ordinary citizens who are convinced that in Poland poor are first of all older people. Other research point out that proportion of poor families in total number of families grows up along with the number of children. Comparatively to families with one child, among families with three children poor is three times more, and among families with four children - poor families is five and a half times more. This observation I will leave without any comment. But the picture would not be quite full without saying that street children are also children from so-called good houses, they also hit on the street. When I prepared myself to my todays presentation, I went through the literature concerning the topic and I was really amazed by the huge quantity of publications diagnosing then the occurrence. Phenomena of the street children is caused by many factors for which not necessarily the State is responsible, but this is a duty of the state to assure equal chances to all citizens, especially to young generation. Now, its a time for asking about the number of street children in Poland? How many street children are there in Poland? This answer is not easy, due to the lack of the relevant research on the national level. Moreover this group is very diverse what makes difficult to count it. We have no any official data, I couldnt meet any official statistics. We have some fractional data, for example the number of street children in Warsaw or in Cracow, two biggest cities where one can meet this category of children relatively easy. It is reported then, that in Warsaw there are about 15 thousand of street children, approximately similar figure is given in regards to Cracow. According to the estimation of the Foundation for Poland street children account for 13% populations of Polish children aged under 18. It would mean that in the eight millionth groups of children aged under 18 about 1 millions children live on the streets. But this is impossible due to the fact, that babies and children in the age bracket from 3 to 6 usually dont live on the street, at least in Polish climate. So, if we assume, that street children form the youngest at age 7 up to 18 their total number should be about 700 thousands. This is still a shocking figure !!! From a couple of years this proportion 13%, remains on the unamended level, what might be treated as the positive fact. However, as many of the institutions cope with the street children it can rather be seen as the disaster of the social welfare system. Nevertheless it should be pointed out, that in spite of the prevalent opinion, street children are not always homeless refugees. Polish system of the social care warrants the assistance to children being in the most difficult living standard. There are not in our country the children homeless, living completely on the street, most often they have a family home. Unfortunately they do not feel there safely. The house associates to them with the hardship, alcoholism and domestic violence, sexual harassment, and most often simply with the lack of the emotional support. So, their own spare time they spend on the street with all consequences of that. The Ombudsman of Child Rights affirms that about 60 thousand of school able children in Poland spend away the time on the street. The life on the street restricts possibilities of the further education. The same number - over 60 thousand young people does not undertake the education after finishing the grammar-school. Youths without the occupation and chances to get the work are the serious social threat. It is the real threat of the creation "second-class" citizens feeding ranks of almost adult street children. So the next question - Which State institutions deal with the street children? Here the answer is easy, because such institutions is quite a lot, both on governmental as non-governmental side. The problem of the street children has been seen in Poland since a long time and by many institutions of the public administration. From the end of the eighties problems regarding the street children began to be tackled by the government and municipal authorities. There came into being the National Committee of the Rehabilitating Education (KKWR) in reply on problems of educationally neglected children, threatened with the orphan hood and the social maladjustment. During already twenty year of existence the KKWR, the system of the environmental assistance has been developed. On the national level came into being several hundred environmental educational centre. The important part performs environmental pedagogical programmes realized by family and courtyard educators, as well by street workers - Friends of the Street-Children. Within the framework of KKWR operate protective-educational agencies, the methodical centre, theoretical-methodical publishers, the Polish section of the International Federation of Educative Communities FICE and THE FORUM of Friends Street-Children, and since a short time the Childrens Council. On the national level, the problem of street children is placed in competences of the Ministry of Education, Ministry of Labor and Social Policy, Ministry of Justice. In consideration of the large potential delinquency of this group, a lot attentions sacrifices to him Ministry of the Interior Affaires and Administration, however this ministry doesnt investigate crimes committed by street children and relevant statistics are not collected. Neglected is instead the sphere of the environmental care. We have too little the environmental agencies which could be able to undertake the work with the child, before it will follow the necessity to locate him at Home Child or send to other day care agency. Unfortunately, when governmental institutions implement programs to deal with street children these generally too much often involve placing them in orphanages, juvenile homes or other correctional institutes. In many public debates the attention is paying on the fact that these institutions not always realize their protective, educational and socialization functions. These children do not find so there sufficient assistance and the support. Lack of the satisfaction of basic emotional and material needs by the educators, guardians, the hardship or the dependence from the alcohol is nearest a reason of seeking by street-children others, also socially not accepted manners to live. * * * Main document which contains government activities with reference to children is National Action Plan for Children 2004-2012 Poland for Children. This document came into being as result of the cooperation of the government- administration with non-governmental organizations and Polish National Committee UNICEF as well with the Office of the Child Rights Ombudsman. In works over a document became engaged representatives of many ministries, as ministry of the national education as main coordinator, then ministry of sport, the economy, the labor and social policy, the justice, the internal affaires and administrations, the health, the agricultures and rural development, the foreign affaires, and also the Plenipotentiary of the Government to the Equal Status of Women and Men, the National Centre for AIDS, the Main Police Office and the Institute "Child Health Centre". The National Action Plan for Children will be realized till the end 2012. It has a character of the strategy and contains activities in areas of the health, education, family and the protection against domestic violence. This document is open, what means that is adapted to the new changing reality. On the local level, the National Plan is realized by provincial government, namely the voivode and the marshal of the province, the starost, the head of the village, the NGOs, churches and other religious institutions. The Implementation of a Plan does not foresee the creation of new working institutions for children, but the improvement of the activities and institutions already existing. Main areas of activities for the improvement of the children situation are following: Promotion of the healthy regimen Assurance of the suitable quality of the education Assistance and the support for the family Protection before molesting, and sexual harassment. Moreover there are employed in Poland a wide variety of strategies, as egg. Life Long Learning Strategy for 2010, Youth Strategy for 2003-2012 as well programmes: equation of educational chances of country schoolboys, prevention to the social maladjustment, and improvement of the safety in schools. Warsaw Metropolitan Police is organizing many actions, among others: Safety School. Ministry of Internal Affair and Administration coordinates the initiation of the EU Programme for 2007-2013 "Prevention and combating the violence against the children, young peoples and women and the protection of victims and groups at risk Daphne III. Programmes concerning the social exclusion and the children poverty in the National Action Plan on Social Integration 2006-2008 The Ministry of Labor and Social Policy implements the programme regarding the 15-year-old teenagers and the unemployed up to 25 years old denominate Voluntary Labor Corps. The activity of the Voluntary Labor Corps Voluntary Labor Corps (VLC) are state run budget units supervised by the Ministry of Labor, which perform state activities for 15-year-old teenagers and the unemployed up to 25 years old. These include activities within the scope of employment and combating social marginalization and exclusion of youth as well connected with education. The main objective of the VLC activity is to create the appropriate conditions of efficient social and professional development for the youth. In 2008 the implemented tasks addressing young people with fewer opportunities will include: Building and developing a system of assistance for groups of the most vulnerable individuals, Organizing and supporting various forms of freeing oneself from poverty and social pathology, Supporting various forms of vocational guidance. There are four main areas of the VLCs activity: education, labor market, European Social Fund, International Youth Exchange. Education Among the most important tasks realized during the 2008 will be the support for the system of education, aiming at fostering of social, professional and economical participation of the youth. VLC also aims at the task leading to the improvement of qualifications or changing the profession. What is more, they support the initiatives which are to counteract the unemployment, such as the organization of the job posts in Poland and abroad as well as of the international youth cooperation. Labor market As far as the activities dealing with the labor market are concerned, VLC offers such services as: Job agency Workshops on active job finding Job counseling and job information Training Labor market programmes European Social Fund In 2008 VLC is going to realize the following projects: The Identification of Needs and Expectations of Youth on the Labor Market a research Training of the VLC Staff a training project for 750 people Voluntary Labor Corps as Tool for Implementing the Services on the Labor Market Training Practice Employment Development a project supporting youth (aged 15-25) in danger of exclusion for 2000 people International Youth Exchange In 2008 VLC will realize the projects in the framework of Youth in Action Programme as well as Bosh Foundation or Leonardo da Vinci which involve about 1300 participants. So, to answer for the question, what brought us the membership in the European Union is undoubtedly affirmative - the membership brought us many good.
